How the welcome tax is calculated in Brossard
Transfer duties are governed by the Act respecting duties on transfers of immovables and billed by municipalities. First the tax base is determined, then a rate is applied to each bracket, as with income tax.
Step 1: the tax base
According to the City of Brossard, the tax base is the highest of the following three amounts: the consideration provided (the price actually paid), the consideration stated in the deed of sale, and the market value of the property. This market value is the assessment entered on the roll multiplied by the comparative factor. For 2026, the City gives a comparative factor of 1.04.
Step 2: the 2026 brackets and rates
Here is the rate schedule shown by the City of Brossard for its 2026 transfer duties calculator:
| Tax base bracket | Rate |
|---|---|
| $0 to $62,900 | 0.5% |
| $62,900.01 to $315,000 | 1.0% |
| $315,000.01 to $500,000 | 1.5% |
| Over $500,000 | 3.0% |
The first two thresholds are indexed every year by the Government of Quebec. The first three rates are set by law; for the portion above $500,000, the law allows a municipality to set a rate higher than 1.5%, and Brossard applies 3.0%. By comparison, the City of Montreal uses different brackets above $315,000 (see our article on the cost of living in Brossard compared with Montreal).
For 2027, the Government of Quebec has already announced that the thresholds will rise from $62,900 to $64,400 and from $315,000 to $322,600 (announcement on Québec.ca, in French). If your transaction is registered in 2027, check that year’s rate schedule.
Detailed example: a $525,000 purchase
Take a condo bought for $525,000 in Brossard in 2026, with a municipal assessment of $490,000. The market value based on the roll is $490,000 × 1.04 = $509,600. The price paid ($525,000) is higher, so it is used as the tax base.
| Bracket | Taxable amount | Rate | Duties |
|---|---|---|---|
| $0 to $62,900 | $62,900 | 0.5% | $314.50 |
| $62,900 to $315,000 | $252,100 | 1.0% | $2,521.00 |
| $315,000 to $500,000 | $185,000 | 1.5% | $2,775.00 |
| Over $500,000 | $25,000 | 3.0% | $750.00 |
| Total | $525,000 | $6,360.50 |
Since the bill exceeds $300, it can be paid in three equal instalments of about $2,120.
First-time buyers: the 2026 refundable credit
There is no automatic welcome tax exemption for a first purchase in Quebec: the City bills the duties as usual. However, on April 17, 2026, the Government of Quebec announced a refundable tax credit for home ownership, retroactive to January 1, 2026 (official announcement on Québec.ca, in French). According to the Ministère des Finances information bulletin:
- the credit is worth 100% of the first $5,000 of transfer duties paid, plus 25% of the next $3,500, for a maximum of $5,875;
- the home must be located in Quebec, acquired after December 31, 2025 and become your principal residence no later than one year after the purchase;
- you (and your spouse) must not have owned a home that you lived in since the beginning of the fourth calendar year preceding the purchase;
- the credit is reduced by 2.35% of the tax base above $750,000 and drops to zero at $1,000,000;
- an advance payment can be requested no later than December 1 of the year, under certain conditions (prescribed Revenu Québec form).
The credit applied to our example
For the $6,360.50 in duties in the example: $5,000 + 25% × $1,360.50 = $5,340.13. Since the tax base ($525,000) is under $750,000, no reduction applies. The net cost of the duties would therefore be about $1,020. Detailed conditions and the form are available on the Revenu Québec website.
Exemptions and compensatory tax
The City points out that a buyer can be exempted ‘only in the cases provided for by law’ (for example, certain transfers between close relatives or between spouses). The notary must indicate the applicable section of the law, and the City may ask for supporting documents. When a transfer is exempt, a compensatory tax may be billed to the buyer:
| Property value | Compensatory tax in Brossard |
|---|---|
| Less than $5,000 | None |
| $5,000 to less than $40,000 | 0.5% of the value |
| $40,000 and over | $200 |
The compensatory tax is not charged when the exemption results from the death of the transferor.
Paying the bill in Brossard
The City of Brossard sends the bill after the sale is registered. An amount under $300 is paid in a single instalment within 30 days of the bill being sent. An amount of $300 or more is split into three equal instalments, the first due within 30 days of the bill being sent. Payment can be made online through the City’s citizen platform. Include this amount in your purchase budget.
Frequently asked questions
Does the calculator give the exact amount?
No. It gives an estimate based on the 2026 rate schedule. The official amount is the one on the City’s bill, which reflects the tax base used by the notary and the Finance Department.
Why pay 3% above $500,000?
The law allows municipalities to set a rate higher than 1.5% on the portion above $500,000. Brossard applies 3.0% on that portion only, not on the whole price.
Does the first-time buyer credit reduce the City’s bill?
No. You first pay the municipal bill, then the Government of Quebec reimburses you through a tax credit (or an advance payment, if you’re eligible).
What is the comparative factor?
It’s a coefficient that brings the roll assessment in line with the year’s market value. In Brossard, it is 1.04 in 2026, according to the City.
